Nato-Russia Council – 2013.06.03 NRC HIGH VISIBILITY EVENTS.

The NATO-Russia Council working groups on Civil Emergency Planning and the Terrorist Threat to the Euro-Atlantic Area came together for a joint meeting in Brussels on Wednesday 29 May to discuss issues related to hosting high visibility events. The meeting focused particularly on the terrorist threats to high profile sporting, cultural, political and public events and how to manage the consequences of a possible emergency through civil response mechanisms.

Developing cooperation among NRC nations on counter-terrorism and on civil emergency planning to respond to natural and man-made disasters is a key area of the NATO-Russia Council’s work. The two fields are closely linked, as after a terrorist attack the civil emergency response is key to managing the consequences for populations.

The meeting followed up on a NATO-Russia Council seminar in November 2012 that focused on preparing to host high visibility events. During the seminar, national experts shared their experiences in planning and hosting high visibility events, including the Olympics and the UEFA European Championship.

The NATO-Russia Council has a track record of practical cooperation in the field of Civil Emergency Planning, having held three large-scale consequence management exercises since 2002, in Noginsk and Kaliningrad in the Russian Federation and in Rome, Italy. A table-top consequence management exercise was also hosted by Norway in 2010. Each of the exercises was designed to develop the NATO-Russia Council’s cooperative response in managing the consequences of natural and man-made disasters, especially in response to terrorist attacks. This work is set to continue, with the working groups’ discussion also focusing on possible further cooperation in 2013.
